Lubbock or Leave It?

A recent public discussion on data centers in Lubbock, Texas, stood out not because of what was decided, but because of what it revealed.

There was no project before the Lubbock City Council. No permit application was under consideration. City officials repeatedly emphasized that no data center had been approved within city limits, no non-disclosure agreements had been signed, and a previous proposal brought before the zoning commission was denied.

And yet, dozens of people showed up to speak about data centers anyway.

Residents raised familiar concerns: water consumption in a drought-prone agricultural region, whether the electric system can absorb additional large loads, affordability, and what local communities will receive in return for subsidizing this kind of infrastructure. Some questioned whether data centers provide sufficient public value to justify their demands on local resources. Others voiced concerns about privacy, surveillance, and the role artificial intelligence may play in driving future electricity demand.

The conversation became emotional at times. At one point, the possibility of a recall effort against local elected officials was openly discussed if residents believed their concerns were ignored.

One comment stood out above all the others: “Water is the lifeblood of this community.” Everything else seemed to flow from that sentiment.

For generations, water has shaped the economy, politics, and identity of the Texas South Plains. Any industry perceived as competing with agriculture for that resource is likely to face intense scrutiny, regardless of the jobs or investment it promises to bring.

But the meeting may ultimately be remembered less for what it said about data centers and more for what it said about infrastructure development in the broader Texas landscape.

Questions that once surfaced during permitting are now emerging before a site is selected, before an application is filed, and before a developer has introduced itself.

The conversation around data centers in Texas has evolved considerably over the past two years. The early discussions focused largely on economic development: tax revenue, construction jobs, technological leadership, and positioning Texas as the digital backbone of the American economy.

Those conversations haven’t disappeared, but they are consistently accompanied by a different set of concerns:

  • Will my electric bill increase?

  • Who pays for transmission upgrades and new infrastructure?

  • How much water will these facilities consume?

  • Will the grid remain reliable?

  • What does the community receive in return?

Those questions are not unique to Lubbock. They have surfaced in communities across Texas and around the country as local officials, utilities, and residents grapple with the implications of unprecedented growth in electricity demand driven by artificial intelligence, advanced manufacturing, and digital infrastructure.

In many ways, the Lubbock discussion reflected a broader transition already underway.

Communities are becoming more sophisticated consumers of infrastructure proposals. Residents arrive at public meetings with research, industry reports, and examples from other states. Questions about water usage, electricity demand, and community benefits are no longer reserved for technical experts or regulatory proceedings.

They are becoming kitchen table issues.

The challenge facing the industry is no longer simply explaining what is being built, it is explaining why a project belongs in a particular community and how residents will share in the benefits of hosting it.

That doesn’t mean every project will face opposition, nor does it suggest communities are rejecting growth or investment.

Lubbock has long embraced both.

What appears to be changing are the expectations surrounding how those conversations happen and when they begin.

Communities are increasingly setting those expectations before developers ever set foot in town.
